PEER-REVIEWS REQUEST
Public Accreditation Agency for Higher Education is seeking national experts for the external quality evaluation of higher education institutions. The experts will be involved for institutional accreditation process of Albanian Higher Education Institutions.
The evaluation experts will provide expertise for the Council of Accreditation and the Public Accreditation Agency for the Higher Education in Albania. The Public Accreditation Agency for of Higher Education and the Council of Accreditation are public institutions responsible for the external quality assurance of Higher Education in Albania.

WHO CAN BECOME AN EXPERT?
- All academic staff, from public and private higher education institutions, who are interested to be involved and fulfil the criteria set by PAAHE and AC are invited to apply by fulfilling the application form in on line version.
- Qualified people from other public or private institutions who is involved in Higher Education and Quality Assurance

WHICH ARE THE MINIMUM CRITERIA FOR APPLICATION?
General criteria: Based on DCM No. 424, date 06/02/2010, of the Council of Ministers ' On the approval of the Regulation on Accreditation System, organization and operation of institutions of external quality assurance ", Article 13, point 2.1, as amended. The expert must meet the following criteria:
- Must have a well-known background in the relevant science field
- Must have at least 5 (five) years’ experience in teaching and scientific research in one the academic areas;
- Must have at least the scientific degree "Doctor"
- Must have experience in quality assurance in higher education institutions;
- Must have experience in institutional evaluation process for accreditation purpose in Albania or abroad.
- Must have international experience gained through postgraduate qualification or research activities
- Must have excellent knowledge of English language.

QUALIFICATION AND SELECTION CRITERIA
The process is guided by a selection phase. First selection process is based on the minimum requirements specified above. The had-hoc evaluation group (EV) shall evaluate the minimum requirements of the applicants, and prepare a list with accepted candidates. The AC will evaluate the information provided by EV and the application documents, submitted by the applicants. If the AC considers that a candidate fulfils the qualification requirements, then the secretariat of AC finalize the list and makes it public. The maximum number of selected experts cannot exceed 15 experts.
The involvement of each expert in an institutional accreditation process will be an individual process. For each process PAAHE and AC have the right to choose an expert from the approved final list, based on some additional criteria:
- The expert must not have a conflict of interest with the HEI in the previous 5 years (by conflict of interest and possible conflict of interest is understood as follows: teaching, full or part time, research activities, projects involvement, tutoring students in second or third cycle study programmes or being student of this HEI).
- For the composition of the expert list, will be taking into consideration all the academic fields operating in the HEIs in Albania.

PEER REVIEWER ROLES
“Peer review” means bringing judgment based on individual experience and knowledge to the external evaluation process setting out from the national and international standards, into realise the evaluation and provide a final report. During the evaluation processes, the expert should provide judgments, based on the documentation and evidence, to contribute for an effective and objective evaluation outcome. Members of the Peer review team, may have a single role or may hold multiple roles simultaneously. In addition, peer reviewers may also serve as a leader of the evaluation team. EXPECTATIONS AND ABILITIES OF PEER REVIEWERS
The external evaluation process is guided by the National standards for accreditation of higher education institutions approved by the Ministry of Education. Albanian external evaluation experts shall work with international experts as well, as part of the evaluation team. The team should follow the legislation and accreditation procedure in force, provided by PAAHE.
The peer reviewers are expected:
• To attend the PAAHE training as required
• To understand, abide by, and be able to apply the principles, policies, processes, and Criteria for Accreditation, National standards for institutional accreditation, Hand Book, peer review manuals and aspects, European standards and guidelines and other relevant material maintained on the PAAHE’s website
• To recognize the time and commitment necessary to serve as a peer reviewer and to accept and follow through on team assignments and visit invitations
• To maintain a generalist rather than a subject-area or specialist role
• To prepare comprehensively and well so as to be informed and knowledgeable about the HEIs
• To communicate with other peer reviewers as appropriate and to, conduct, and provide a record of the evaluation or events
• To meet the time and schedule agenda of the evaluation
• To participate fully as peer reviewers, carrying out the roles as assigned by the PAAHE and/or the team leader
• To make fair and objective judgments using relevant information when evaluating an organization
• To provide consultation that effectively upgrade the work of the HEI and contributes to its ongoing improvement
• To presents themselves as professionals throughout the visit, demonstrating respect for the HEI and its mission and basing judgments to keep the confidentiality for information/outcome, during and after the evaluation process.
• To show respect for the HEI and the staff associated with it.
