The meeting with the representatives of the committee on reforms in higher education and research was organised in the conference room of the Rectorate of Shkodra University "Luigj Gurakuqi". The event was organised to discuss the first report that relates to these reforms. The main objective of this committee is to prove the so-called "White Paper", a scientific report on higher education policy and research in Albania in order to meet short and long term development of the country.
The meeting was opened by the Rector of Shkodra University, Prof. dr. Artan Haxhi, who made a brief presentation of the representatives of this Commission and invited colleagues to get involved with their suggestion at this stage to discuss the proposed draft.
The Commission member, Dr. Aleksander Xhuvani said: “We are here to discuss about this document and to get opinions and suggestions that came out from this reading. Our goal is to build an education system which can be self adjusted". It is important to set up standards for all institutions of higher education both public and private. We do not retain ownership of the truth so we are asking for your opinions which will be reflected in the final draft".
The othe member of this committee, Dr. Ardian Civici said: “Universities should be managed as a separate financial unit”. According to me, it is the board that will oversee the function of the university and ensure that regulations and standards apply precisely. He added "All your suggestions will be reflected. Along us, there is a group of lawyers who are translating this draft to the legal language. Paper presented is called "first report" because it will be enriched by your thoughts". Dr. Civici stressed that this reform would last from three to five years to be implemented. All universities will adapt this new form.
Two other members of the committee, Dr. Elida Rapti and Dr. Anila Paparisto discussed for this paper.
The meeting continued with questions, discussions and suggestions of the professors of Shkodra University.
